How do you get kicked out for being drunk? Nearly everyone in a pub is drunk? Maybe being a bad drunk?
Even that doesn't work, sometimes.
I remember standing at the bar, in the lounge bar of an upmarket hotel.
My friend, who was more than a little drunk, vomitted in the ash tray that ran the length of the bar, at floor level (back in the days, when you could smoke in pubs!). Just as he was finishing, I saw two tuxedo'ed bouncers marching in our direction. I thought "here we go, we're out of here". They stopped next to my friend, who was still doubled over, and one of them pointed at me, and with a grim look on his face said sternly "If he does that again, we are going to have to ask you to leave!". They turned, and walked back out of the bar again!

Those were the "good old days" Rowan and I'm sure most of my vintage would have been there. Responsible Service of Alcohol then was get them pissed early and keep serving them until they run out of money.
