Those teams taking the 'cheaper' rucks alternative will (hopefully
) be 1-2 premiums up elsewhere so they won't necessarily be behind with regards to completing their team.
The only valid question becomes: Points given up in the Rucks versus Points gained by extra Premiums elsewhere.
No, the more pertinent question is will you actually be giving up points in the ruck at all? There have been a lot of ruck changes in the off season which could see a lot of guys significantly improve their output.

Lobbe is back to being the #1 ruck at Port. Averaged 100.71 from 21 games in 2014 before Ryder moved to Port.

Zac Smith was recruited to be the #1 ruck at the cats. He has averaged ~ 75 across his career which isn't great, but he has achieved this in a foundation club. As we know, ruck scores are impacted HEAVILY by what happens after the tap. A hitout is worth 0, a hitout to advantage is worth 5. Last year he was rucking to an injury depleted side and before that to a team in its infancy. He will be rucking to the likes of Dangerfield, Selwood, Duncan, Caddy so we should see some improvement purely because of the class of players around him.

Kreuzer averaged 92 (2012) and 97 (2013) before two injury riddled seasons in 2014 (1 game) and 2015 (13 games)

Mumford $100k cheaper that Goldy, $20k cheaper than Martin and has averaged 105, 114, 92, 91, 112 the past 5 years. Injury is always a concern with such a crash and bash player, but if you get on him early he is capable of some monster scores.

Callum Sinclair largely unknown how his scores will be impacted due to a lack of data. He only played one game last year without Nic Nat and it was vs Sandilands where he scored a respectable 76. He will be rucking to a classier midfield and will be attending a lot more center bounces as their #1 ruck.
