Just for others perusal. Bolded the important part.

• The 5 Substitutes on your bench do not add their points towards your team total, however your Substitutes act as automatic emergenciesand will automatically have their score added (as long as they score greater than 0) to replace a player in your Starting 11 who doesn't play and receives a score of 0 - in their matching position only as selected on your squad.

I don't know about recent reports but he bowled during the England summer.
