No government on Earth can have a major project come in on budget. To be honest, I'm not sure why they even set budgets. They're not fooling anyone.
We have a new hospital being built near us. It started with a budget of 4 billion kroner. They are only half way done, and it has already blown out to 6 billion kroner.
To give you an idea of how well this hospital has been planned.
2 years before they broke ground, they announced there was not enough money in the budget to build a kitchen in the new hospital.
Think about that. This is a 600 bed hospital, with goodness knows how many staff. How are they going to feed everyone? Outside catering? That will cost more in 2 years, than the kitchen would of cost!!!!
They patted themselves on the back, because they had forward planned a new train station that will be around 800m from the hospital....... until someone pointed out, 6 months after the hospital was started, that there was no real road infrastructure, nor bus service for the new hospital. Outside of a small "country road", there is no other way to get to and from the hospital!!! Yep, they are going to have to spend megabucks to expand that 2 or 3 kilometres of road, so it can properly service the hospital. Not planned for. Not budgeted. But they can't afford a kitchen ......
I said to my wife, this was most short sighted planning on record. Blind Freddy could see no kitchen wasn't an option. They will probably announce 5 years after it opens in 2024 (6 months behind schedule), that they will spend 3 billion kroner to add a kitchen (might have cost a quarter of that, if they just bit the bullet, and got it in the first place!!!), as outside catering is becoming too expensive. They will probably be expecting to be lauded for such a "brilliant and money saving idea!!!". Idiots.
