Maybe we just let the closest opposition player to the player (provided they are a within a arms length away) who has possession of the ball yell out tackle , the game stops and then the player with the ball can actually kick or handball the ball to a team mate and on we go.
I think it used to be a rule once that you actually had to (or make an attempt) to legally kick it or handball when tackled.
Might clear up prior opportunity, the confusion of whether dropping , giving , handing , rolling the ball etc etc is legal or not and who is actually even holding the ball at the time
Afterall the umpires can yell out "stand" and nominate the rucks it can't get too much comical.
If their isn't anyone from both sides to contest the ruck , too bad , throw it up or throw it in and get the game moving.
If 2 or more from the same side contest then pay a free kick , it is not rocket science.
We are now trying to re-educate guys on how to tackle when they have been tackling this way all their life , yes I understand protection of the head but accidents/collissions occur.
If Mansell did a Gibbs the media would be crucifying him , what's he supposed to do when he is running full pelt trying to get the ball ?
It is fast paced , 360° game , accidents do and will happen.
Maybe I am just getting old , but the game is fast becoming a farce hate to imagine what it looks like in the very near future.
Maybe we just turn it into a modified game of tails
