Likely booked as a ”free agent” to avoid any brand split plot holes and to accomodate the larger stars appearing on both brands. Continuity is a foreign concept in wrestling as the writers/producers/etc forget from time to time who is on which brand as well as past rivalries/issues with other wrestlers reconciled very quickly or minimal references and their own rules previously set up are often broken further down the track.

If booked effectively, then it allows for more wrestlers to reach the main event scene along with more tv time for midcarders, etc. The issue is the booking is counter intuitive when one brand has historically been presented as more superior than the other and thus inequitable trades or strange drafting decisions are usually made off-screen or not touched on in lengthy detail. With the talent pool split, it reduces the amount of possible matchups and thus it is inevitable that booking will become stagnant and eventually after a few years, a split occurs once again.
