They're only elite kicks because they're playing chipscabs in the backline under no pressure. They were both shocking kicks when they played midfield.
You could have 12 of the best kicks in the league, when Tom Campbell is your clear best forward target followed by Nick Larkey you're going to look awful trying to get past half way. Kangas actually have an alright group in the middle and back half but their forwards are up there with the worst I've ever seen.
You both make very good points, but it still doesn't explain why they're both playing in defence together. Hall is awful defensively, Ziebell is kind of ok but when he's there with Hall he ends up playing on a mismatch a lot of the time. It certainly won't fix there problems, but I feel like Halls delivery into the forward line (when he's not under pressure) could help them a bit, but the main thing it would do is vastly improve their defence. I dont think they had issues bringing it out of the backline without Hall was there so I see no reason for it.
