If it was say 10 weeks per AFL.com.au injury list (not articles) it is clear cut, no debate and then the coach makes the call, as you said the player may come back, but if on the LTI list they won't be able to play for SCS UL purposes.
Doesn't remove the option to include someone through discretion, just makes the elibility clear cut. Indefinate or mental health (Zac Jones) are clear examples of uncertainty where it may be needed.
