Edit: I reckon it's intentional (he was looking at him when he swung the arm), low impact, high contact which equates to two weeks down to one (with a guilty plea). Give the force he used it could easily be classed as medium impact bring it up to three weeks down to two, but they could also classify it as careless in that case which would bring it back to two weeks down to one, as a one-week ban seems like the right sanction.
