I still think that having everyone within 50m of the ball happens way too much which leads to rubbish footy. It seems a little better since the "stand" rule came in (much as I dislike it), but it's still too prevalent.
The 6-6-6 rule might have helped a bit too, when a side gets a quick clearance, but if they can do that for bounces, why not all game? Have it as a max of 12 per half of the ground and a min of 3 in each 50 arc at all times (per side) and you will never have more than 24 around the ball at any point on the ground. Still too congested, but better.
