A deliberate out of bounds is scored so incredibly harshly compared to all other free kicks. Why is that?

They tell the players to play one way for 11 rounds and then tell them to play the complete opposite in round 12 or you will get penalised. Maybe its me been frustrated but so weird to change the look of the game half way through the season. Am wrong?
