If you add a "that" between words 2 and 3 it sort of clarifies it.

York dogs
(that) York dogs chase
chase York dogs

Still not a sentence anyone is going to use, but technically it's right.

Yep, I got it now. Thanks for everyone's help.

I explained it to my wife with 3 different dog sizes:

Medium dogs big dogs bite bite little dogs.

I'm no good at punctuation, but it still seems like there should be a comma in there ......... somewhere!
Might be my "Danish" thinking. In Danish it would be: Medium dogs big dogs bite, bite little dogs.
