The 18 club football managers will meet for a league briefing on June 25 that will cover 27 areas within three main categories in the detailed competitive balance review: football performance, football operations and talent pathways.
The push by several coaches to do away with the sub, which is unpopular with players and coaches alike, and instead add the fifth player to the bench is one of the key decisions that clubs are waiting on.
Adding another player to the bench instead of having a substitute would raise significant list management questions for clubs, and particularly whether more clubs would seek to play a genuine second ruckman and rotate players off the bench instead of using a hybrid player as a second ruck as many do now.
While several clubs would just add another runner and keep their structure, any change to playing numbers in the game would raise questions for list managers."
