I'm not in love with all the rules. I think the player dropping his knees causes head high and should be penalised, not the tackler. But if you choose not to play the ball you have a duty of care. It's been clear for a long time now. Same as tackling. You're trying to win the ball, not maim someone.

The Bombers also lost Dyson Heppell before the game, with the captain a late withdrawal due to a back complaint.
Sounds like Hepp's injury will be a long term one. Can't find any comfirmation though.
