Engines (power package) may be more of a factor in the early part of the season until they get them fully sorted.
Ferrari
Main team - 1, 2
Client team - 5, 6, 10, 11 (Alfa Romeo, Haas)
Mercedes
Main team - 3, 4
Client team - 12, 13, 14, 15, 16, 17 (Aston Martin, McLaren, Williams)
Redbull (ex Honda)
Main team - DNF, DNF
Client team - DNF, 8 (AlphaTauri)
Renault
Main team - 7, 9
So the non-factory Mercedes powered teams finished last, and all but one Redbull car died.
At least the Redbull cars were running strong, so they should be ok if they can sort the reliability issue.
The Merc powered cars though look to be in a world of hurt.

Crazy ending. Didn't watch it live (not a crazy person with work today) - and managed to avoid spoilers all day. As a long suffering Ferrari fan it was 👌 (love hearing that Italian anthem). Can't believe HAM still snuck on the podium; wouldn't have picked that Top 10 (or bottom) before the start of the w/e.

Obvious statement I know, but safety cars are primarily about safety, and are intended to bunch up the field to give clear air to marshalls/cranes/etc to clear the track without being interrupted by a car every 3 seconds.
The side consequence is as you have described, and you're absolutely entitled to see it as unfair. But others might see as creating interesting strategic variations such as lower teams may gamble to stop for tyres in the hopes of charging for a points finish. Race engineers actually factor in safety car probability from track to track when modelling race simulations ahead of (and during) the weekend.
