Looking at the top and bottom 3 on this list, 2 of the top 3 highest paid finished in the top 4 on the ladder, all 3 of the bottom 3 for funding finished bottom 6 on the ladder.

I know that's not what it's trying to achieve, maybe it is just coincidence.

Coincidence. These rankings barely change year to year, compared to the ladder - jump back ten years and the three highest recipients are all in the bottom six.

It's pretty clearly "non-traditional AFL states + small Melbourne clubs" ($16m-$25m) then the big boys ($10.5m-$12.5m). The only one letting that down is Port, because ???.
